BREAKING NEWS: APPEALS COURT HALTS TRUMP’S WHITE HOUSE BALLROOM

A United States federal appeals court has ordered President Donald Trump’s administration to halt above-ground construction of the proposed $400 million White House ballroom unless Congress formally authorises the project.

The 2–1 decision by the U.S. Court of Appeals for the District of Columbia Circuit represents a major legal setback for one of President Trump’s most ambitious White House construction projects.

The proposed development would create a new 90,000-square-foot complex on the former site of the East Wing. Supporters say the White House needs a permanent venue for state dinners and major official events, while critics argue that a president cannot make such an enormous alteration to one of America’s most historic public buildings without congressional approval.

The appeals court sided with the National Trust for Historic Preservation, which brought the legal challenge.

The majority concluded that the White House belongs to the American people and that the president serves as its temporary steward—not its owner. The judges ruled that existing laws covering routine White House maintenance and improvements do not provide sufficient authority for a project of this scale.

The decision blocks above-ground ballroom construction unless and until Congress gives the project statutory approval.

However, the ruling does not necessarily stop every operation at the site. Limited underground work considered necessary for White House safety and national security may continue.

President Trump has strongly criticised the decision and maintains that the project includes important security features, including protected underground facilities and defences against possible attacks.

He has announced his intention to take the case to the United States Supreme Court.

The appeals-court ruling is therefore a major pause—but it may not be the final word. Congress could authorise the development, or the Supreme Court could agree to hear a further appeal and ultimately change the legal position.

It is one of the world’s most recognisable national buildings and belongs to the American people. Any alteration of this extraordinary size must follow the law, respect its historic importance and receive the proper democratic approval.

At the same time, President Trump has the right to challenge the ruling through the courts.

For now, the judges have delivered a clear message: above-ground construction of the White House ballroom cannot proceed without the approval of Congress.
